Waiting for the driving test
At TuV Sud it’s stalling

The TuV Sud is behind with the driving tests. Instead of the usual three to four weeks, the waiting time is currently four to six weeks. However, some driving schools report that they are currently not getting any appointments at all.

All compulsory lessons have been fulfilled, the theory has long been passed and finally the driving instructor gives the go: You are ready for the driving test! But what if the TuV doesn’t follow up with testing? Then you wait for a test date for weeks. Or you get told by your driving instructor that he is currently not getting any test appointments from the TuV – even none that are five weeks in the future. So there is a lack of planning security for both learner drivers and driving instructors.

A case described to us: The learner driver would like to take her test for a motorcycle license. Your driving instructor has wanted to register you for the test for several weeks, but does not get any free test places in the TuV system for assigning appointments. An isolated case? Not quite. Around 40 other learner drivers at this driving school are waiting for a test date. And that since early summer. Many driving schools in Baden-Wurttemberg are affected, but also in other federal states, as we hear from driving instructors on our Facebook community.

Reasons for missing test dates

According to the press office of TuV Sud, there was a system change at TuV Sud in Baden-Wurttemberg in June 2018. “Although we have tested the system extensively, there are unfortunately bugs. But we are working on fixing this as soon as possible, ”the press office reported to the Stuttgarter Zeitung in July 2018.

That’s what the driving instructors association says

But already in May, the assignment of test dates was a topic at the general meeting of the driving instructors association Baden-Wurttemberg eV, which writes on its homepage that the TuV “came up several times and intensively in the course of the meeting” and it was about the “treatment of current Problems that driving instructors are currently dealing with, mainly because of test appointments in the Freiburg area ”.

The long-awaited driving license. The wait is particularly agonizing when you are ready for the exam.

In August, the chairman of the Baden-Wurttemberg Driving Instructors Association, Jochen Klima, told the SWR: “There have been hardly any exam dates at TuV Sud for five weeks.” He also “doesn’t understand that the TuV is in June of all times, shortly before the Summer vacation, his software has changed. “

In September 2018, the press office made the following statement to motorradonline.de: “The software changeover has now been completed, the system is working well and it should be rolled out to all branches this year. In some places there were no problems at all, in others it didn’t go quite as smoothly. We noticed that the different branches have very different requirements. “

Measures by TuV Sud

The rule is that a system changeover does not always run optimally. But what are the measures? Here again the press office of TuV Sud: “We should clear the backlog in the driving test by the end of the month [note. der Red .: September 2018] have balanced. We can do this with additional appointments and Saturday appointments. In addition, we have brought in extra examiners on loan, for example from Bavaria. “

We asked a driving school again: “Test dates on Saturdays? It would be nice! We check the system every hour, I’ve never seen appointments here for Saturdays. The system only shows me a weekly overview from Monday to Friday.” A current screenshot of the system is available to our editorial staff and the picture confirms the statement made by the driving instructor: There are no test dates to choose from and the system does not provide for a column for “Saturday”.

Situation before the system changeover

Most driving schools had a fixed test day for each test location in which they could use a certain quota for driving tests. Since the changeover, many driving schools no longer have any quota or a fixed test day. Only driving schools with the status “Exclusive customer” have this. According to our information, the driving schools do not know how to achieve this status, why some driving schools have lost this status after the system changeover and how appointments are generally controlled at TuV Sud. Neither the driving instructors nor motorradonline.de received any information on this from TuV Sud or the department contacted.

Regional Council and Ministry of Transport

Now the regional council intervenes and requests a statement from the head of the testing facility. Background: The state gives the TuV the inspection order. TuV Sud has the monopoly on the acceptance of the driving test. But he also has the duty to carry out these driving tests. The Ministry of Transport in Stuttgart as the responsible supervisory authority is already in the picture. But more than the statements that additional examiners are called in on loan from Bavaria, that additional examinations should be carried out on Saturdays and that examination dates “are guaranteed with a lead time of four weeks at the most”, according to the Ministry of Transport in Stuttgart, remain neither the driving instructor nor the Learner drivers do not. The teachers have the schools full of students who are ready to take exams and are annoyed by the reluctance of the TuV Sud test centers to provide information.

And the learner drivers?

They postpone vacations, although they don’t even know whether an exam date will work out. In addition, the delay costs them a lot of money. Would you like to take a break for weeks as a newbie? This is not recommended, because then there is a lack of driving experience.

And the motorcycle riders?

They are worried about weather-dependent test dates. Sure, some can take a motorcycle driving test even in the rain and at six degrees. As a rule, however, this is not decided by the learner driver. Class A applicants can find that they have to save money over the winter and then start again quite early with the practice lessons in the spring. We asked whether there was a strategy at TuV Sud to channel the motorcycle riders through with priority. “No, that would be preference.”

The fact that some driving schools have an exclusive status with fixed test days and a fixed test contingent – the TuV does not mind the preference. And the fact that student motorcyclists have a worse chance of being tested in November than a student motorist obviously doesn’t either.
