The European Parliament has voted in favor of relieving the motorcycle manufacturers stricken by the corona pandemic. In 2021, more Euro 4 models than previously planned may be sold.

The EU wants to help the motorcycle industry in Europe to mitigate the consequences of the corona pandemic. For this reason, the EU Committee for the Internal Market and Consumer Protection decided at the end of September 2020 that far more new registrations of Euro 4 motorcycles than within the framework of the “expiring series” initially intended to be approved. Regardless of this, the Euro 5 standard, which is mandatory for all manufacturers, will come into force as planned on January 1, 2021.

Only sales of machines that have already been produced

The exceptions that have been decided should also only apply to Euro 4 motorcycles that were already manufactured at the beginning of the crisis-related lockdown in April 2020. According to the EU, over half a million machines are or have been traded across Europe – some of them are likely to have already been sold and approved. The restriction to the number of motorcycles to be quantified by the industry in spring 2020 is intended to prevent manufacturers from continuing to produce motorcycles in accordance with the previous Euro 4 standard in 2021 and thus circumventing the stricter exhaust gas limits that will apply from 2021.

In the respective member states, the manufacturers or importers must now submit an application for such an exemption and specify the number of motorcycles for which this should apply. The regulation has now become legally binding with the approval of the EU Parliament. The approval of the EU Council is only a formality.

The vehicle manufacturer can choose one of the two measures for its excess inventory. He even has the choice for each individual type approval. Because the normal expiring series is limited to the number of 10 percent of the approved vehicles of a type from the years 2019 and 2020, but has the advantage that the approval of the approved vehicles extends to two years (2021 and 2022). With the Covid-19 measure, however, a new registration would only be possible for a further 12 months until December 31, 2021, but the number of vehicles would be higher.

In Germany, however, the dealers have meanwhile been able to compensate for the corona dent in the new vehicle registrations in March / April. From January to August, almost 100,500 motorcycles were newly registered in Germany – almost 5,000 more than in the same period of the still corona-free previous year. The brands Honda, KTM, Kawasaki and Yamaha could increase in particular.

Bargain hunters are likely to get nothing

The EU decision means relief for motorcycle dealers. There is no longer any pressure for them to sell off slow-moving goods quickly at bargain prices or as daily approvals by the end of the year. Conversely, for motorcycle buyers this means that high discounts on individual models will probably not be available at the end of the year.

Conclusion

The EU is accommodating motorcycle manufacturers and is expanding the exemption regulation for the sale of Euro 4 models in 2021. This gives dealers and manufacturers the opportunity to empty their stocks. Anyone who had hoped for the big price war at the end of the year should go away empty-handed.
