In July 2020, Federal Transport Minister Scheuer invited motorcycle manufacturers and drivers’ associations to the premises of the Federal Ministry of Transport and Digital Infrastructure (BMVI) in Berlin. On May 6, 2021 there was a second meeting at which the representatives of the associations, together with the ifz, presented their 19-page strategy paper to the Federal Minister of Transport.

Even before the first meeting, Federal Transport Minister Scheuer made his position on the subject of mobility rights unmistakably clear: 6.2 million motorized two-wheelers in Germany have the right to use their vehicles in accordance with the existing regulations. With this commitment to individual mobility, Andreas Scheuer set the direction for the discussion, to which he invited the representatives of motorcyclists’ associations and the motorcycle industry on July 21st to intensively discuss the prospects for two-wheeled mobility and leisure use of these vehicles.

Intensive discussions about the Federal Council initiative

The meeting was preceded by intensive discussions, accompanied by thousands of demonstrating motorcyclists in many German cities. Background: The federal states decided in the Federal Council to call on the federal government to restrict the rights of motorcyclists. The demands also include driving bans and road closures.

Advantages of motorized two-wheelers

At the round table, the hosts and guests agreed that in regions that are particularly frequented by tourist motorcyclists, a balance of interests should be found in accordance with regional and local conditions. “Good examples show that after intensive dialogue between residents and motorcyclist representatives, numerous options below route closures offer the possibility of reducing noise pollution and at the same time allowing the further use of the routes for two-wheelers. Joint strategies can and should be developed here and the motorcyclist organizations promise to actively participate in these conflict resolution processes.”, said the IVM in a current press release.

In addition to the topic of motorcycle noise, the meeting also focused on the advantages of two-wheel mobility. Especially in times of the Corona, when commuters often prefer their own vehicle to local public transport, mobility solutions with little space requirement in stationary and flowing traffic are required. The Federal Ministry of Transport and Digital Infrastructure also sees the advantages of motorized two-wheelers here.

125cc drive with the car driver’s license

Against this background, the federal government had already implemented at the end of 2019 that light motorcycles, i.e. scooters and motorcycles with 125 cm³ displacement, with the appropriate minimum age and training in the driving school (without examination), may also be driven with a class B car driver’s license. 55 percent more new registrations of light motorcycles in the first half of 2020 confirm that this regulation has hit a nerve in Germany. Finally, the IVM press release states:

“At the end of the discussion, the associations agreed on the development of a joint strategy paper that should include the balance of interests between citizens on highly frequented routes and the needs of motorcyclists, as well as the further development of two-wheeled mobility as well as future important aspects in the transport mix a modern, future-proof society also and especially in times of the corona situation. At the end of the motorcycle season, the round table will meet with the Federal Minister of Transport again.
In summary, the conversation took place in a highly constructive and future-oriented atmosphere and laid the basis for the joint further development of two-wheeled mobility in the dialogue between politics, end users and industry.”

Update from May 10, 2021

On May 6, the representatives met again with Federal Transport Minister Scheuer in Berlin. Together with the Institute for Two-Wheeler Safety (ifz), they presented the 19-page document to the minister Strategy paper. The paper should “both the needs of motorcyclists and the concerns of local residents” take into account, says Reiner Brendicke, Managing Director of the IVM. Furthermore, Brendicke says: “We are confident that the strategy paper that has been developed can and will contribute to conflict resolution.” In addition to the topic of motorcycle noise, the strategy paper also deals with the role of two-wheelers in future traffic concepts. Conclusion

Talking (almost) always helps. It’s good that the Federal Ministry of Transport and the motorcyclist associations and the motorcycle industry are talking to each other and discussing the subject “Motorcycle noise” Steer now apparently far away from agitation and slogans effective for the public in calmer and, above all, more solution-oriented paths. It is also good that the focus, among other things, is on balancing the interests of citizens on highly frequented routes and motorcyclists. Because that’s what it’s all about.
