The first unconvincing assessment of private radar cars
The Ministry of the Interior delivers the first official report of the radar cars entrusted to the private operator Mobiom since April 23, 2018. Result: they go out little, run on average less than four hours per day and report a limited number of offenses. For now … Explanations.
The government, never short of imagination to reduce costs and maximize profits, presented in the spring of 2018 a controversial project: to entrust the driving of cars equipped with speed cameras, to redirect the police and gendarmes towards tasks deemed "more qualified ".
- MNC of February 27, 2017 :
- MNC of April 24, 2018 :
This measure entered the experimentation phase on April 23, 2018 in the departments of Eure (27) and Seine-Maritime (76) with five cars driven by agents of the Mobiom company (Challancin group), before ” to be extended to the other departments of Normandy from September.
In practice, these unmarked cars "flash" in an undetectable way speeding vehicles, then transmit the data to the Automated Center for the Observation of Road Violations (CACIR) of the National Processing Center (CNT) located in Rennes (35). All before you even have time to say to yourself: "Well, maybe I’m a bit above"…
As this procedure is fully automated, the operator behind the wheel does not intervene – officially – at any time in the ticketing process. Its role is "limited to the simple driving of the vehicle without any setting of the radar or choice of routes on the part of the private service provider", insists the Ministry of the Interior which has just issued the first assessment of this outsourcing.
Fewer cops, more money? Not at the moment !
This publication follows a request formulated on by Michel Raison, senator (Les Republicains) from Haute-Saône (70), known for his unfavorable positions to the "all-repressive" in general and to lowering the speed to 80 km / h .
- MNC special file :
Michel Raison wonders in particular about "the number of infringing vehicles flashed by radar cars driven by the outsourced operator" and on the number of "tickets issued to date by the judicial police officer" since the start of this operation which inspires a general feeling of rejection on the theme "less cops, more money".
Three and a half months later (!), Here is the response of the Ministry of the Interior in charge of road safety: "in October 2018, 190 vehicle speed camera exits were recorded with an average of 200 km traveled per exit, ie 3:55 hours of control per exit. In the end, 2,248 infringement messages generated 1,873 speeding fines for an average amount of 135 euros per fine ".
A tiny turn and then go…
Surprisingly low figures for a period of six months, even including the experimentation phase with five cars from April to September: at the rate of 30 days per month, or about 180 in all, this gives an output of one vehicle per day ! To wonder what the 25 other "privatized" vehicles can do…
The duration of these outings also calls out: less than four hours on average when the Ministry of the Interior proudly announced last spring that private operators should run them between "six and eight hours" per day! Like what Pinot was not so ineffective – in addition to being legitimate, him – in this role of control…
However, it is better to avoid rejoicing too quickly, because this measure is only in its infancy and has not yet extended to all unmarked vehicles available (around 340 currently). There is no doubt that the government will also demand an improvement in these results, as any client does with a service provider. The advantage of privatization, my little lady !
- !
Recall that the French Federation of Angry Bikers (FFMC) and 40 million motorists have risen to this decision to entrust private operators with driving radar cars, while several mayors refuse to let them circulate. The Anticor association also evokes "" in the choice of the company Fareco (Fayat group), which supplies the equipment of these famous radar cars.
