"Today, although massively practiced by motorized two-wheelers, inter-file traffic is not authorized by the highway code", notes the Ministry of the Interior: "it is therefore neither framed by rules, nor taught in driving schools, which in some cases makes it dangerous ".

Information for other road users

The government plans to inform professionals and all users (motorists and drivers of a motorized two or three-wheeler) through the driving schools in the areas concerned.. 

Local information campaigns on the rules to be respected and best practices for motorcyclists and scooter riders as well as motorists will be deployed in these areas and a "national communication in the form of a digital film" (below) is also scheduled.

But beware ! "The objectives of the experiment are certainly not to" legalize "the current practice of inter-queues," warns the government, whose objective is to "improve the fluidity of travel on congested roads", " set rules to secure and supervise a practice which can prove to be perilous outside this framework (excessive speed, slalom between vehicles, failure to respect safety distances, etc.) "and" to promote good understanding by all users of these rules of good conduct and consequently calm the tensions that the current anarchic practice of inter-files can cause ".

In order to "organize a peaceful and supervised sharing of the road, more respectful of all users", Road Safety specifically indicates the conditions of the experiment:

Interfile circulation is authorized

  • When traffic is heavy and there are uninterrupted lines on all lanes
  • When the space between the lines is sufficient (the motorized two-wheeler must not force the passage)
  • Only on highways and roads with at least twice two lanes separated by a central reservation and where the authorized speed is between 70 and 130 km / h
  • For two or three-wheeled motor vehicles less than one meter wide
  • Up to a maximum speed of 50 km / h, always adapting its speed to traffic conditions

Interfile circulation is prohibited

  • In town and on roads not separated by a central central reservation
  • For sidecars, very wide tricycles and quadricycles
  • When a track is under construction or covered with snow or ice
  • It is not allowed to overtake another motorized two-wheeler traveling in interlocking

"When the traffic becomes more fluid and the vehicles, on at least one of the two lanes, are traveling at more than 50 km / h, the motorized two-wheeler in inter-lane must resume its place in the normal flow of traffic", further specifies the government which naturally provides for penalties in the event of non-compliance with these terms.

Punishments

In the experimental areas, in inter-lane traffic, any violation of the rules provided for by the highway code will be punishable by a fine:

  • Speeding beyond the maximum authorized speed (50 km / h in inter-lanes): flat-rate fine of 135 euros to 1500 euros and withdrawal of 1 to 6 points depending on the excess speed
  • Excessive speed in view of the circumstances: fixed fine of 135 euros
  • Failure to respect the safety distance: fixed fine of 135 euros and withdrawal of 3 points
  • Changing lanes without prior warning: fixed fine of 35 euros and withdrawal of 3
    points
  • Overtaking on the right: fixed fine of 135 euros and withdrawal of 3 points

Legalization in 2020 ?

The Center for Studies and Expertise on Risks, the Environment, Mobility and Planning (CEREMA) will analyze this experience by drawing up annual assessment reports based on accidents, the measurement of everyone’s speed. vehicles, positioning on the road, calculating the inter-distance, etc..

In addition, "several waves of surveys will be carried out to observe the acceptance of this measure among all road users". And if "the rules of good conduct" stated above "prove their worth, interfile traffic could be generalized from 2020".

On the other hand, the experiment "could also be suspended at any time if the results of the accident were not satisfactory", concludes the government…
