Decree n ° 2015-514 of May 7, 2015
relating to the possession and wearing of the high visibility vest

  • Target audiences : drivers of a motor vehicle; companies involved in the offer of high visibility vests; law enforcement.
  • Object : extension of the obligation to have and wear a high visibility vest by vehicle drivers.
  • Coming into force : the text comes into force on January 1, 2016.
  • Notice : the purpose of the decree is to extend the obligation to have a high visibility vest, already applicable to motorists, to drivers of a two- or three-wheeled motor vehicle or of a motor quadricycle, without bodywork. The latter must have it on them or in a storage space in their vehicle (net, trunk, etc.) and carry it when they get out of their vehicle following an emergency stop, in order to improve their visibility. Compliance with this obligation may be checked by the police and sanctioned in the event of non-detention by a 1st class violation, and 4th class in the event of non-wearing of the life jacket following a judgment. emergency.

for two years, last week by the new interministerial delegate for road safety Emmanuel Barbe and yesterday in the Official Journal with the decree n ° 2015-514 of May 7, 2015 "relating to the possession and wearing of the high visibility vest" , this measure is part of the recommendations of the National Road Safety Council (CNSR) which meets again this morning in Paris.

The CNSR of May 11, 2015 is preparing to recommend experimenting with the limitation to 80 km / h (instead of 90) on three sections of national roads: RN 7 in the Drôme (18 km), RN 151 in the Nièvre and in the Yonne (17 and 32 km) and RN 57 (14 km in Haute-Saône).

This new limitation will therefore not – for the moment – be generalized to the entire secondary network as some members of the CNSR would have liked, such as the famous anti-speed activist, who announced his resignation in March in a statement. .

As per Emmanuel Barbe, the CNSR will also propose lowering the maximum blood alcohol level for young drivers (license under three years old or less than two years old for those who have followed accompanied driving) by dropping it to 0.2 g per liter of blood instead of 0.5.

Finally, the radars should take more of the face with the help of to better identify the drivers, in particular those of company vehicles of which the companies do not sufficiently denounce their employees … Objective: "to remedy the flaws which allow drivers to ‘to escape all or part of the consequences of a noted infringement "… To be continued on MNC: stay connected !
