Uninsured drivers: bikers and scooters "insure" more than motorists !
While accidents caused by uninsured drivers have increased worryingly for five years, claims involving a biker or scooter rider in default of insurance represent only 5.9% against 83.2% of motorists, reveals the barometer 2019 Victims Guarantee Fund (FGV). MNC dissects these statistics.

Most drivers are aware of this obligation, and yet the proportion of accidents involving uninsured people is growing continuously: "+ 6.6% for 5 years" notes the Victims Guarantee Fund, which treated in 2019 no less than "28,469" accident cases where the author was in default of insurance.
The "" established by this body in charge of accidents involving an uninsured third party (see below), reveals that compensation has increased by "30% over five years", with "116 million euros" paid to victims in 2019. Direct consequence: hit-and-run offenses explode with "+ 25% since 2009", for fear of the heavy fallout from a claim caused by insurance default.
The FGV is alarmed by this progression while over the same period "the figures of Road Safety (ONISR) show a decrease of nearly 3% in the loss of bodily accidents". In short: bodily accidents are fewer, but more and more often involve uninsured vehicles.
How to explain it? No doubt a combination of two reasons: on the one hand the economic recession, which pushes some to do without insurance. It is no coincidence that the Victims’ Guarantee Fund finds that "31.3%" of the uninsured involved in an accident are unemployed: not easy to pay their unemployment insurance premium, but not easy no longer to get a job without a vehicle !
Another aggravating factor: license suspensions are also on the rise "thanks" to the punitive road repression. However, no license, no insurance: no company insures a motorcyclist or a motorist under the blow of a suspension or a cancellation of license. "26%" of the uninsured involved in an accident did not have – or more – their driving license, confirms the FGV. Be a good quarter !
The profile of the uninsured driver
The driver without insurance is a man in the majority of cases ("80%"): not surprising since sharing the wheel in a couple still responds to the good old Franco-French sexist habits! Monsieur has had one too many drinks? Better that he drives anyway: Madame could damage the car, this jug! "18%" of uninsured persons responsible for an accident were also positive for blood alcohol control: no comment…
The average age of the uninsured is 35 ("60%"), compared to only "2.99%" for seniors over 65. Note that "5.3%" are road professionals, which leaves nothing to be desired: driving without insurance when you are a taxi, delivery man or truck driver, frankly you have to dare !
Still, some cross the line for want of being able to insure at an acceptable price: example with a driver "terminated company" by his insurer after several responsible accidents, who will then have to pay a fortune – several hundred euros per month! – to find refuge with brokers dedicated to terminated, damaged or severely damaged drivers…
This study also indicates that Seine-Saint-Denis is the sad champion of non-insurance with "15.3 accidents per 10,000 vehicles" attributable to an uninsured driver. Two other departments of Île de France follow: Val-d’Oise (7.4) and Val-de-Marne (7.3).
The people of the North – who have in their eyes the blue that is lacking in their decor – are the most serious with "4.6 accidents per 10,000 vehicles" to be attributed to an uninsured driver.
5.9% of motorcycles and scooters involved in an accident without insurance
Another extremely interesting statistic from this barometer: uninsured motorized two-wheelers only represent "5.9%" of vehicles involved in an accident in 2019, or one point more than commercial vehicles ("4.8%") who are generally covered by their company.
Cars constitute the overwhelming majority of vehicles in default of insurance with "83.2%", against "1.1%" for heavy goods vehicles and – already – "0.5%" for individual displacement vehicles like electric scooters and other gyropods.
In other words: bikers and scooter riders are the good pupils of this classification, despite the label of "hooligan-chauffard" that public opinion tends to stick to him on the helmet !
What is the Victims Guarantee Fund ?
The FGAO (FGV) is a private moral right body – considered a public service – from which victims can assert their right to compensation "through compensation for the bodily, psychological and material injuries they have suffered".
Under the control of the Ministry of Finance, as part of national solidarity, the FGV is in charge of victims of traffic accidents caused by uninsured or unidentified drivers (hit and run), but also of compensation victims of acts of terrorism and common law offenses (assault and battery, sexual assault, fraud, etc.).
Another scenario covered by the FGV: victims of accidents caused by a driver who is well and truly insured but whose insurer disputes the validity of his contract, as in the case of a false declaration: example with a driver who "forgot" to tell his insurer that he was under license suspension !
In short: the Victims Guarantee Fund intervenes when "no traditional insurance mechanism is working". The organization then takes care of all the damage of the victim, "bodily as well as material".
The Victims Guarantee Fund is made up of two entities: the Guarantee Fund for Compulsory Damage Insurance (FGAO) created in 1951 and the Guarantee Fund for Victims of Acts of Terrorism and other Crimes, created in 1986. two are funded "largely" by contributions levied on insurance contracts "of property of individuals and contributions from insurance companies".
