The A2 license, which limits the access of new drivers to "motorcycles with or without sidecar with a power not exceeding 35 kilowatts (47 horses, editor’s note) and whose power / weight ratio does not exceed 0, 2 kilowatt per kilogram ", until now excluded several models because of a third criterion specifying that" the power cannot result from the restraint of a vehicle developing more than double its power "(read).

Details from the Commission

"Since a category A2 motorcycle can never have a power greater than 35 kW, it is clear that it can never be derived from a motorcycle over 70 kW", summarizes the Commission.

"But this criterion raised several questions in the case of lower horsepower, for example with a 30 kW motorcycle which could not be derived from a 65 kW motorcycle. This would result in a situation where a motorcycle could only be legal. if one increased its power (in the previous example, 33 kW), which would not meet the road safety objectives of this provision. Therefore, the criterion that an A2 motorcycle "is not derived from a motorcycle of more than double its power "should be interpreted as not deriving from a motorcycle of more than 70 kW".

The application of this third criterion led to absurd situations, insofar as a holder of the A2 license could drive a 90 hp motorcycle restricted to 47 hp, but the same motorcycle was inaccessible to him if it was restricted to 34 hp, the limit corresponding to the old clamping standards before the entry into force of January 19, 2013

"This seemingly harmless additional restriction has in reality condemned almost all motorcycles in the old MTT1 category, restricted to 34 hp according to the regulations which preexisted", recalls the French Federation of Angry Motards (FFMC) which is delighted to this "common sense opinion for which she had been campaigning for months".

A national circular, based on this opinion from the European Commission, must now be issued to clarify the situation in France.
