Radars - 206 lives saved thanks to 80 km-h, according to the Minister of the Interior -

The Ministry of the Interior, in charge of Road Safety, announces that 206 lives have been saved thanks to the reduction of the speed to 80 km / h for a year on the secondary network. Christophe Castaner calls on the departments preparing the return to 90 km / h to take responsibility…

The Minister of the Interior, Christophe Castaner, delivered Tuesday, July 9 to the first assessment of the government on its unpopular measure of lowering the speed to 80 km / h, a year after its introduction – with forceps – on the 400 000 km of two-way secondary roads without central separator. Report presented to the National Road Safety Council (CNSR), considered the "parliament" of road safety.

"Our voluntarism has produced results," said the Minister of the Interior, who was initially pleased to observe that the number of road deaths last month was equivalent to that of June 2018 (290 deaths ). This stagnation comes however after several months of increase:, (!) And

The Minister of the Interior, who unsurprisingly leaves these "details" aside, then presented provisional data from the National Interministerial Road Safety Observatory on the concrete effects of the 80 km / h measure. According to ONISR, "206 human lives" would have been spared "compared to the five-year average (2013 to 2017)".

More lives saved if radars weren’t broken

The government body, which was only interested in deaths on roads outside urban areas, estimates that "125 lives" were saved in the second half of 2018 and "81" in the first half of 2019. Figures contradict the results unveiled in June by the Independent Evaluation Committee of 80 km / h, which for its part believes that lowering the speed would have ""…

Anne Lavaud, general delegate of the road prevention association, for her part immediately reacted to to regret that this figure of 206 lives saved is "probably well below what one could hope for: if it does not ‘there had been no damage to the radars, we would probably have reached 400 lives, as was hoped ".

A point of view shared by Christophe Castaner, who indicated that up to "75%" of the park at the height of the Yellow Vest crisis. But the vast majority of those placed "on the main roads practiced in the axis of vacation mobility are now operational", he warns to the attention of "Julyists" !

"Face your responsibilities" before returning to 90 km / h

This positive assessment as to the efficiency of 80 km / h forms a contraction with the decision to introduce a return to 90 km / h in the departments that wish it, a project mentioned then included a few months later in the future law of mobility orientation (LOM).

This – adopted at first reading on June 18 by the assembly – must still be promulgated to validate its implementation, scheduled for the end of 2019. It gives mayors and inter-municipal presidents the possibility of raising certain portions of their roads. speed at 90 km / h.

More than "60%" of the departments would already subscribe to this return to 90 km / h, against only seven who wish to stay at 80 km / h: the Ardennes, Gard, Loire-Atlantique, Meurthe-et-Moselle, Pyrenees-Orientales, the Rhône and the Var. One of their motivations is strictly material: elected officials want to avoid the additional cost associated with the new change of road signs. !

The other argument developed by these departments opposed to a setback to 80 km / h is their fear of seeing their liability engaged in the event of a disaster. The government is indeed increasing the number of warnings in this direction, calling on officials to fully understand the implications of a return to 90 km / h.

A decision with serious consequences, threatens the government

Christophe Castaner – just like Edouard Philippe had done before him – strongly insisted on this point, advancing that "the responsibility to decide on this speed increase will certainly please some, will allow to save one second per kilometer , but could also cause the death of someone ".

This prospect of being held responsible in the event of a disaster unsurprisingly sows a form of fear among the presidents of the departmental councils concerned, such as that of Ardèche questioned by our colleagues from …

"I think the responsibility of returning to 90 km / h is too heavy for me", admits Laurent Ughetto. "If the departmental road safety commission gives an unfavorable opinion to this measure and a fatal accident then takes place on a road that has returned to 90 km / h, my responsibility could be legally engaged and the family of the deceased could be turned against me".

To come: suspension for the phone while driving and invisibility of controls

The Minister of the Interior ended his speech by mentioning two major measures under discussion in the mobility orientation law (LOM): on community applications – such Coyote and Waze – and the suspension of the license in the event "".

Regarding this license suspension if one, Christophe Castaner considers that the threat "really dissuasive, really useful and necessary", while. And this, despite the current sanction of a withdrawal of three points and a fixed fine of 135 euros.
