The Anticor association "against corruption and for ethics in politics" has filed a complaint with the National Financial Prosecutor’s Office for "the offense of favoritism in the awarding of public contracts for radar cars"… Explanations.

In support of its complaint against X filed with the (PNF), the association considers that a "crime of favoritism was committed in the context of the award of public contracts for on-board radars (radar cars) entrusted by the ‘State to private companies’.

"The company Fareco has indeed been awarded two public contracts", explains the association in a: "the first, awarded on July 17, 2012 for an amount of 24 million euros including tax, was the subject of a amendment which increased the initial amount by € 2,674,659 including tax (+2.6 million, editor’s note). Above all, the second contract was awarded on February 1, 2017, for an amount of € 54 million including tax, without prior publicity nor competition on the grounds of an "absence of competition for technical reasons" according to the Ministry of the Interior. The latter had in particular considered that only the company Fareco was able to certify the conformity of the equipment and parts spare parts listed on the market ".

Restoring ethics in politics

But the association – which had already filed a complaint for favoritism in the file of in 2015, obtaining the opening of a preliminary investigation "still in progress" -, considers on the contrary that "the competition was not only possible, but compulsory "…

"Since 2008, Fareco has been involved in supplying the State with automated control systems, bringing its contribution to road safety policy using advanced technology", explains the company based in Nanterre (92), founded in 1921 by engineer Andre Garbarini before joining the Fayat group in 1966. Fareco (for "FAyat REGulation COntrôle") specifies that it supplies "since 2013 the new generation on-board mobile speed control radars" and announces that "more than 300 vehicles will be deployed on French territory to control the speed at distance (same direction) as at approach (opposite direction of traffic)".

For its part, Anticor is an association founded in June 2002 by the magistrate Eric Halphen and the former municipal councilor Severine Tessier to "fight against corruption and restore ethics in politics", with the ambition of "rehabilitating the report of trust that must exist between citizens and their representatives, political and administrative ".
