What guarantees of transparency in the choice of service provider ?

"In the coming weeks, a consultation will be launched with a view to selecting a regional service provider for a public contract", merely indicates the government, assuring that "the designated company could not be interested in the amount of fines and no premium will be indexed to the number of flashes.
