Motorcycle license - Details of the new compulsory training for the 125 - Gerard Acourt, president of ECF: a 3-hour training course is very insufficient

In a decree of November 27 published in the Official Journal this morning, the Ministry of Transport specifies the terms of compulsory training for driving the 125 by holders of the B license. Update with Gerard Acourt, President of ECF.

Gerard Acourt, president of ECF: a 3-hour training course is very insufficient

A few hours after the publication of the decree in Official newspaper (read previous page), the president of the ECF group, Gerard Acourt, has agreed to answer our questions to take stock of the details of this mandatory training for driving a 125, which he considers "very insufficient". Interview.

Site: In your opinion, will this measure be sufficient to ensure a good level of training for holders of the B license who wish to venture on the handlebars of a 125? ?
Gerard Acourt, President of ECF : No ! The experts in this field gathered around this file had recommended 7 hours and not three, taking into account first of all the content of this training. Let us also remember that when the BSR was set up, the training duration was 3 hours but that very quickly, professionals like the legislator realized that this was not enough. We are now at 5 o’clock. It may not be the same audiences that are affected, but we believe that a 3 hour training is very insufficient. However, the legislator has planned a first assessment three months after the implementation of this measure. At that time, we may be able to implement the necessary and sufficient training in terms of quality..

Site: Would you be in favor of separate training for driving a 125 scooter and a 125 motorcycle? What would be the main differences ?
Gerard Acourt : It is true that today, 125 cm3 vehicles are mainly scooters and therefore with automatic transmission. The legislator considers that "who can do the most can do the least" and that consequently, with the A1 license, one can drive a light motorcycle with manual or automatic gearbox without restriction. Otherwise, it would have been necessary to implement two training courses and two different exams, which is not coherent and requires too many resources.

Site: What do you think of the automatic access of motorists, without prior training, to three-wheeled vehicles of the Piaggio MP3 LT type (with widened spacing between the front wheels which puts it in the category of motor tricycles, read our ) ?
Gerard Acourt : We consider that vehicles of this type are two-wheelers in their handling, their vulnerability and therefore in their behavior and therefore their training. It is not normal to see them leaving the field of two-wheeler training. Responsibility for the legislator to rectify the regulations in this area…

Site: How is ECF feeling the first effects of the international financial crisis, with a motorized two-wheeler market that is already starting to show signs of decline after several years of expansion (read) ?
Gerard Acourt : For the moment, we have no noticeable feeling of the consequences of the crisis that you mention. We will be, I believe, fixed in spring 2009 on the possible consequences.

Site: Does this compulsory training represent a welcome additional activity for ECF? How much do you estimate the number of registrations for this training? ?
Gerard Acourt : This will certainly represent an increase in activity for our ECF motorcycle higher schools, but once again it is very difficult to measure the importance of it today.

Site: Do you still suspect a rush in motor schools? What is the trend over the last few years and what outlook do you foresee for the years to come ?
Gerard Acourt : The trend in recent years has been to develop large displacement two-wheelers. A lull is not necessarily to be expected, I think that it is a market which will continue to develop for a few years yet, especially given the ever greater difficulties in getting around large conurbations. In ecological terms, these are vehicles that also present interesting ratios compared to the car, this approach should not be neglected. For information, here are some statistics: in 2005, 97,642 people obtained an A license and 4,980 an A1 license, for 686,602 B licenses. In 2006, 98,050 people obtained an A license and 4,437 an A1 license, for 688 019 B licenses In 2007, 102,565 people obtained an A license and 4,203 an A1 license, for 704,328 B licenses. We can therefore note a drop in the number of training sessions for light motorcycles, certainly in favor of training in the A license. The B license to drive a 125cc was a regulator for that. Thank you for giving us the means to express ourselves on this subject !
