The CNSR, how many divisions ?

As we announced the day before yesterday, the National Road Safety Council will be officially set up by Jean-Claude Gayssot on October 26. Can we expect real innovations from it? It’s up to you to judge from its composition and mission.

The National Road Safety Council (CNSR), the creation of which was decided upon by the Interministerial Council on Road Safety in October 2000, will be officially launched on October 26 by the French Minister of Transport, Jean-Claude Gayssot, on the occasion of of the "Road safety week"(see). Proclaimed"independent body"by the Ministry of Transport, it aims to"become a real forum for debate between all road safety stakeholders, allowing the measures implemented to be assessed and new ones to be proposed". Its mission is to"formulate proposals to the government in favor of road safety and commission studies to improve knowledge of road safety but also to assess the actions undertaken". To assume its vocation to be"associated with the development and evaluation of public policy on road safety, the CNSR is made up of 45 members:
– 3 qualified personalities appointed by the Minister responsible for road safety, 2 senators, 2 deputies, a president of the Regional Council, a president of the General Council, a mayor, a member of the Economic and Social Council, a member of the National Transport Council and a member of the National Youth Council.
– 8 representatives of companies and institutions interested in road safety appointed by the Minister of Transport, including the French Federation of Insurance Companies, the Grouping of Insurance Mutuals, the Commission des accidents du travail, the Chambre Syndicale des automobile manufacturers, the French Association of Motorway Companies, the Higher Council for Driving Education and the French Association of the Automobile Press.
– 12 representatives of associations acting in the field of road safety, appointed by the Minister of Transport on the proposal of: Road Prevention, the League against road violence, the Anne Cellier Foundation, the National Federation of Transport User Associations, the Association of Road Users and Accidents, the National Association of Cranial Trauma Families, the Association of the Paralyzed of France, the French Federation of Automobile Clubs, the French Federation of Motorcycling, the French Federation of Angry Bikers, the Federation of Bicycle Users and the National Association for Public Education Educational Transport.
– 12 representatives of the administration appointed by the ministers of the economy, employment, interior, national education, defense, transport, research, health, etc..
But above all, the CNSR will have its own budget (15 million francs) in order to commit "the studies and evaluations which it deems necessary to carry out its missions"The fact that the FFMC (represented by Frederic Brodziack, member of the national office) and the FFM are part of the CNSR seems rather encouraging for the consideration of specific problems for bikers, but only the future will tell if the CNSR will be able to influence a road safety policy for the moment essentially devoted to repression. At a time when new automatic radars are set to multiply in France, nothing has yet been won, not to mention the differences that will not be missing not to intervene between the 45 members of the CNSR, in particular among the representatives of the associative sector … The FFMC also recalled yesterday that "the funds devoted to high-performance cameras intended to film drivers would be much more effective if they were invested in a real education of citizens in road safety", while Road Safety"adjure"the candidates for the presidential election"to make a commitment to exclude any amnesty concerning traffic tickets and offenses"…
