The TV magazine RTL Extra has uncovered a fraud with B196 certificates. Those willing to pay could get the 125 certificate for drivers even without the compulsory driving lessons.

With the B196 certificate, class B driver’s license holders have been able to expand their driving license to include class A1 since January 1, 2020. This allows them to drive scooters and motorcycles with a capacity of up to 125 cc. The prerequisite for this license extension is: The applicant has had a class B driving license for at least five years and is already 25 years old.

In order to receive the B196 certificate, ten practical and eight theory lessons (45 minutes each) must be completed. An official driving test from a testing organization, as is the case with normal driving licenses, is not required. The B196 certificate is issued by the driving instructor and must then be added to the driver’s license office.

550 to 700 euros for the certificate

The lack of test requirements now seem to be taking advantage of black sheep in the driving instructor industry, as RTL magazine Extra reported in its report on August 31, 2020. In exchange for a sum of money between 550 and 700 euros, the driving instructors provided the “Certificate of attendance for submission to the driving license authority” without even having completed a driving lesson.

“Unfortunately, organized crime is also raging in our industry! The great work of the driving instructors and the great contribution of the entire industry to road safety are being trampled underfoot”, explained Dieter Quentin, Chairman of the Federal Association of Driving Instructors’ Associations (BVF) in a press release. “Buyers and sellers endanger human life.” Quentin continues: “Of course we call on the responsible supervisory authorities and the judiciary to act with all the severity of the law against criminal activities.”

RTL has made the research results available to the law enforcement authorities according to its own information.
