The report therefore warns the government that the decision to introduce motorcycle technical control"can only be taken in a favorable political context and following prior consultation broadened to other proposals likely to improve the safety of two-wheelers".

Reading this very interesting 50-page report drawn up by the general equipment engineer Dominique Lebrun, made possible thanks to its publication on the website of the Central Technical Body (OTC) at the Technical Union of the automotive, motorcycle and cycle (UTAC), is exciting in many ways.

In addition to an impartial presentation of the positions of each of the actors on the advisability of a motorcycle technical control (insurers, associations, union chamber, etc.), we "learn" in particular that the law of 100 horses, specific French "which raises a lot of questions and criticism from the actors we met", n / A "not allowed to demonstrate the benefit of the measure in terms of safety" and "the record of motorcycle accidents is no better, far from it, than in countries which do not apply it", like Germany.

The General Council of Ponts et Chaussees therefore suggests to the Ministry of Transport, which commissioned the report, to "wondering about the usefulness of 100 hp clamping for motorcycles".

"Without neglecting the contradictory discourse and the difficulty of finding a coherent communication between this withdrawal of the limitation to 100 hp and the actions taken to reduce the speed of vehicles during construction, it seems to us that the current situation is not sustainably defensible with a very large majority of bikers who demand that they be treated as responsible citizens. When they feel that a new constraint is imposed on them with technical control, a common sense gesture would be useful and appreciated.", indicates the General Council of Bridges and Roads after noting that the unclamping technique is"rudimentary", users can"easily free from it".

"The only effective way to reduce the speed would be to obtain from the manufacturers effective anti-jailbreak systems or a limitation by construction, which requires a common regulation throughout the world, difficult to envisage in a reasonable timeframe.", explains Mr. Lebrun, obviously well aware that"the real risk factors, well known among motorcyclists, are based on behavior and the unthinking use made of the performance of machines, both in terms of acceleration and speed. However, this behavior is manifested in the driving of machines of power much lower than the arbitrary limit of 100 hp. If it was really necessary to set a threshold, it would be more relevant to express it in terms of weight / power".

To better pass the pill of roadworthiness testing, which could be adopted at the next Interministerial Road Safety Committee in February, will the government be ready to drop ballast on the 100 horsepower bridle? Nothing is less certain … As the report notes, it will be "difficult to find a coherent communication between this removal of the limitation to 100 hp and the actions taken to reduce the speed of vehicles during construction"…

Waiting, "although the causal link between accidentology and the state of the fleet is not clearly established, it (the mission of the General Council of Bridges and Roads, Editor’s note) considers that vehicles whose safety functions are in good condition, because they are well maintained, are necessarily less accident-prone".

"For the sake of appeasement, and with the desire to seek to favor equal treatment with other modes of transport", the motorcycle technical control recommended by the General Council of Bridges and Roads"should cover the entire fleet and be implemented at the same time as the generalization of registration (So ​​in July 2009, Editor’s note, read) ".

It should also "obey the same organizational rules as those provided for passenger vehicles, and in particular according to the same frequency (after four years then every two years, editor’s note), favor a visual check and be limited to the essential functions (braking device, geometry, unclamping, noise control, condition of the tires, lighting, etc.) by reducing the investments required for a few devices so as not to increase the cost of the visit which should not exceed 30 euros".
