Motorcycle technical control should therefore logically appear in France soon. But contrary to what the manufacturers wanted (in particular Honda, read), this technical inspection could not be carried out in the dealerships of the network of each brand, but in independent approved centers such as in the automobile.

Outside the network ?

Decree n ° 91-370 of April 15, 1991 provides that "any person wishing to exercise the activity of approved controller must make a request to the prefect of the department of the location of the center to which he is attached and "the holder of the authorization may not, during the duration of the latter, exercise any other activity in the repair or trade of motor vehicles, whether as a self-employed person or as an employee of the company to which he belongs or as a any other business related to these activities".

Article 3 of the same decree even specifies that "the approval may be suspended or withdrawn definitively if the conditions laid down when it was issued are no longer respected or if a breach of the rules governing the exercise of the activity of the controller is noted and after the latter has been heard"…

How many automobile control centers will agree to embark on heavy material and human investments to ensure very specific two-wheeler technical control, when this market represents a drop of water compared to the vehicle fleet? Mystery…

"Not before the second half of 2009"

Asked by Site, the deputy director of technical vehicle regulations, Bernard Gauvin, in fact specified that "if the government decides to control two-wheelers, it will do so within the general framework of motor vehicle technical control. And the law provides that the control must be done outside the auto trade and repair system. So I think the most normal solution will be that all or part of the current centers dedicated to the control of light vehicles will take the additional equipment for the control of two-wheelers.".

"One of the prerequisites for the periodic technical inspection of two-wheelers is registration", continues Mr. Gauvin:"and today, new mopeds have been registered since June 1, 2004 but the oldest will not be registered until the middle of next year. So anyway, the implementation of a periodic check of two-wheelers cannot be done before the second half of 2009.".
