The 2 Roues Branch of the CNPA vigorously reaffirms its opposition to motorcycle technical control: "it is not because several imbeciles recount the same ineptitude that this makes it a basic truth!", Remarks its manager, Luc Forestier…

The 2 Wheels Branch of the National Automobile Professions Council (CNPA), consulted by the General Council of Bridges and Roads during the preparation of its report recommending the establishment of a motorcycle technical control (read), vigorously reaffirms his opposition to "any idea of ​​extending motor vehicle inspection to motorized two-wheelers".

"Our position hasn’t moved one iota and won’t move !", warns the hot head of the 2 Wheels Branch of the CNPA, Luc Forestier, recalling that"it is not because several imbeciles tell the same ineptitude that it makes it a primary truth"…

"The possibility of the extension to motorized two-wheelers of the motor vehicle technical control regularly returns to the surface, like a sea serpent", remarked the 2 Roues Branch of the CNPA a year and a half ago..

"You will sometimes hear an isolated dealer, ignorant of the very rules of motor vehicle inspection, believe that he will be able to sell two-wheelers, repair them and control them to make money.", concedes Mr. Forestier – also boss of the Honda Profil dealership in Saint-Mande (94) -, but"this request does not come from any actor representative of the motorized two-wheeler profession, whether importers, manufacturers, resellers represented by the CNPA, or even user and biker associations".

The CNPA recalls that if the car technical control "reduces the risks of the material factor, you will not find any significant accident statistics linked to poor maintenance of the equipment in terms of motorized two-wheelers", before listing the arguments against motorcycle technical control: low lifespan of motorized two-wheelers, low mileage (on average 6000 km for less than 125 cc and 8000 km for more than 125 cc), the frequency of revisions, the attachment to his vehicle of a user of two-wheelers, etc..

Other more technical arguments will also deserve the full attention of the next Interministerial Road Safety Committee: "how to check the geometry of a two-wheeler without trying it on or without taking it apart, especially the caster angles of the fork ?", asks the CNPA, specifying that"at our dealers, any intervention is followed by a road test by a mechanic, the only reliable diagnosis of two-wheelers (noise, braking, straightness of the frame, road holding)".

"The only interest of a technical control for motorized two-wheelers would have been to clear the park of 49.9 cc cyclos and scooters and to eliminate from the public road all the illegal 49.9 cc", concedes the CNPA, before regretting that"unfortunately, the registration of the 50 cc (claimed by the CNPA for ten years but blocked by a French manufacturer), only intervened on July 1, 2004. Currently, 95% of the 49.9cc are not registered, which makes everything technical control not possible".

In summary, "there is no justification for a technical control for motorized two-wheelers, except to want to please some people who are anxious to make sales", concludes the 2 Roues Branch of the CNPA.

As for the possibility of imposing a technical control from July 2009, the head of the 2 Wheels Branch of the CNPA considers that it is not very feasible..

Asked by Site, Luc Forestier recalls that "July 2009, it’s in 18 months! Until then, the Ministry of Transport and the Ministry of the Interior must set up the SIV auto (the new registration system which must come into force on January 1, 2009, editor’s note), i.e. 2 million vehicle registration documents per year + 6 million vehicle registration cards used and transfer + motorcycle SIV or 230,000 registration cards + 3 times more opportunities and transfers + attach the registration of 50cc to the SIV … no longer register the 50 cc which are not, i.e. 95% of the fleet of which 30% are not identifiable"…

"There are 320 brands of motorized two-wheelers in France and there are two Chinese shits per week", notes Mr. Forestier poetically who wishes"good luck to the future controllers at 30 euros per cyclo and 60 euros maximum per motorcycle"…

Moreover, "we know the great civility of bikers (see thumbnail)", quips Luc Forestier: then"either we do as in the car and impose the technical control smoothly and the centers will be profitable in 13 years, or we impose the technical control on everyone in 2009 and we have a revolt (or worse, Sire, a revolution!)"

"All for that, while there is no proven accident related to the material", still regrets the head of two-wheelers at the CNPA, considering that"the insurers and a few pheasants (sometimes there is an accumulation) push the cart, but it’s a little fire … Hot in front", warns Mr. Forestier !
