Radars - IRB of January 9: the government lowers the speed to 80 km-h on the roads -

It is now official: France limits the speed to 80 km / h on two-way roads without separators, i.e. nearly 400,000 km of national and departmental roads, as of July 1, 2018. But the IRB meeting in Matignon this afternoon also announced 17 other measures, including the strengthening of sanctions for telephone while driving and the development of alcohol immobilizers (EAD)..

The reduction in the maximum speed in two directions of traffic without a central separator (ie nearly 400,000 km of roads) will therefore be effective on July 1, 2018. As decided by the Prime Minister at the end of the Interministerial Committee for road safety, unlike what is practiced elsewhere in the world and in particular .

After having transmitted to the prefects one to prepare them for 80 km / h while swearing that "", the government of Edouard Philippe – who said "" to this measure, while having done before invoicing the French – has decided in favor of associations of victims and lobbyists of all stripes, in defiance of the arguments raised by associations such as the (FFMC),, and even …

0 km / h to create extra lives !

Beyond the character, the ambition displayed by this government and the previous ones – to reduce the number of deaths on the roads – has this terrible that we can, a priori, only share it. But if the drop to 80 km / h made it possible to go from 3469 deaths () to, say, 3069 deaths per year (Road Safety estimates that the decrease of 10 km / h will "save" about 400 lives), why not not lower it to 70, 50 or even 10 km / h ?

  • MNC special file :
  • MNC of 20 December 2017 :

On the sidelines of the big official hype based on hashtags and experts of all kinds (one regret, however: no "heart with fingers" in the government’s communication), MNC engaged in a perfectly silly little calculation – but l is it really much more than those of the speed slayers, who no longer speak of "security" but of "delinquency" and "road violence"? – showing that with a little good will, we will not be satisfied with "saving lives": we will create more !

  • 90 km / h: 3,469 dead (official 2016 figures)
  • 80 km / h: 3,069 dead (based on official projections)
  • 70 km / h: 2,669 dead
  • 60 km / h: 2,269 dead
  • 50 km / h: 1,869 dead
  • 40 km / h: 1,469 dead
  • 30 km / h: 1069 dead
  • 20 km / h: 669 dead
  • 10 km / h: 269 dead
  • 0 km / h: -131 dead, or 131 lives created !

Imagine the scene: Cruchot sits down cushy in his Twingo, without even taking it out of the garage or inserting the key into the starter, barely time to open his packet of chips and bim: 131 bacon of spontaneous generation – or resuscitated stiffs Walking Dead way? – in the back seat! Astonishing, no ?

If we try to broaden the debate a little, to think about the implications of such a "choice" – imposed – by examining the reality of this objective in the light of other reasons clearly less unifying – such as the decrease of 10 km / h will relentlessly generate, including for those in charge of driving the on-board radars – the inevitable "put yourself in the place of families" quickly put an end to any hint of exchanges: "bim in your face, heartless traffic offender, what if it was your daughter! "

Is poverty less painful at 80 km / h ?

But OK. After all, imagine that wanting to "save lives" – sorry, save "more" lives – is really the government’s dearest desire. Thank you it’s very kind. But why in priority – not to say exclusively – on the road? Why not take back control of the highways and impose their free access, since it is the safest road network – and on which, between brackets, we drive the fastest? ?

Because it is easier than to eradicate the misery, which kills in France close to and places in a situation of survival? Because it brings in colossal sums (, probably soon more than a billion)? Because gesticulating in the media with good feelings makes it possible to mask the powerlessness of the government on the real problems ?

Are poverty, unemployment and terrorist attacks less painful at 80 km / h? You have two hours !

Whatever the exact goal, it is to give a lot of credit to statistics based on numbers that one is reluctant to call ridiculous – family pain, heartlessness, all that. On the one hand, the (which depends on the Ministry of the Interior) are based on the reports drawn up on the spot by the police at the time of the arrival of help, these famous personal accident analysis reports. (BAAC) with questionable reliability.

  • MNC of January 21, 2003 :

On the other hand, these figures – and their abundantly commented variations, however small they may be – would benefit from being analyzed in light of the hundreds of billions of kilometers traveled each year in France by millions of vehicles, the dates of school holidays, weather conditions, strikes in trains or planes, the explosion in the number of vehicles in circulation for 40 years, the enormous progress made by manufacturers in terms of passive safety or the state of infrastructure…

#SavePlusDeLives but #RentronsPlusDeCash

  • The number of road deaths in France has been
  • by automatic radars concern excesses of less than 20 km / h
  • Tumors kill

Cars, motorcycles, trucks and coaches will therefore parade in single file, all at the same speed, on the secondary network … Next step: stack them directly on a train? Or more simply, put them "in motion" on foot? Or more seriously, send them even more to the highway tolls to pay their share to the operating companies ?

Assessment in two years

This reduction in speed to 80 km / h will be the subject of an evaluation on July 1, 2020 and "if the results are not up to par, the government will take its responsibilities", assures Edouard Philippe before announcing other measures:

  • Immobilizer breathalysers (EAD) mandatory for repeat offenders of alcoholic driving, possibility for the police in alcohol control to make themselves undetectable by the warning devices ("but this possibility does not concern the speed controls", promises the Prime Minister who are asked to take our word for it)
  • Immediate impoundment of the vehicle in the event of driving without a license, or with a rate of more than 0.8 g of alcohol or under the influence of narcotics
  • License retention when an offense that could endanger others (forgetting to turn signal light, for example) is committed with a phone in hand
  • Secure pedestrian crossings and generalize video-verbalization of breaches of priority for pedestrians
  • Encourage "virtuous drivers" with the establishment of a study within the National Road Safety Council (CNSR) to see how to reward drivers for their good driving (an image, Editor’s note?)…

For motorized two-wheelers

  • Allow the daytime lighting, outside periods of poor visibility and outside built-up areas, of fog lights for motorcyclists. Estimated deadline: 2018.
  • Encourage the wearing of boots and inflatable protection for the entire thorax / abdomen () certified CE on motorcycles, by developing partnerships with motorcycle schools in order to accustom future riders to wearing this equipment during training of driving. Estimated deadline: 2018.
  • Modernize the examination modalities for categories A1 and A2 and the content of the 7-hour training courses for driving motorcycles. Estimated deadline: 2019.
  • Experiment with an educational meeting for the parents of a minor child who presents himself for the AM license reserved for the moped on the same model as that which exists for accompanied driving. Estimated deadline: 2018.
