Accessible Monday from the ministerial portal, the new Telepoints service aims to "complete the educational system"the points license, provide the services of the Ministry of the Interior. Because by knowing his balance of points, the better informed driver would adopt a conduct"more careful". Is.

Except that to access this service, the internet "specialists" at Place Beauvau have surprisingly complicated the task of drivers: for reasons of "confidentiality", access to the balance of the license is logically protected by an identifier and a secret code. But these identifiers are only available on the full statement of the driving license … which is only issued in the prefectures and"some"sub-prefectures !

Return to the prefecture box

In short: to access the service on the internet, you must first queue up in any prefecture or sub-prefecture in France in order to obtain your complete statement of information with your identifiers, then go back to the web "24 hours later"the same information … but less complete! An approach at the very least restrictive which allows, according to Mr. Chazal, one of the project managers at the ministry, to"preserve the confidentiality of this information", the content of which would be"close to those of the criminal record".

Rather than traveling, you can also send a letter to the prefecture or sub-prefecture. Much simpler? Not so sure : "in this case, the interested party must attach to his request a photocopy of his driving license, that of a valid identity document, and an envelope stamped at the recommended rate with acknowledgment of receipt, including the package issued by La Poste allowing the distribution of the registered letter, duly completed by the holder of the driving license"… everyone followed ?

Ultimately, the full statement will be systematically issued by the prefectures and sub-prefectures on the occasion of "any process relating to the driving license", specifies the Ministry of the Interior:"issuance of duplicate, reissue of the license after obtaining a new category", etc. But a priori, there is no question of simply issuing the identifiers when obtaining a new license. Too simple, perhaps ?

The same information on the web as on paper…
but less complete !

In addition to the points balance, the site also provides a list of point recovery training organizations and outlines the system. But, less complete than the full statement provided by the prefectures, it does not indicate the list of offenses leading to a withdrawal of points, nor their date, nor their nature….

It is therefore surprising that the Ministry of the Interior did not follow the rather successful example of the Ministry of Finance, which has managed to set up a web service worthy of the name with the download of an encryption module. secure, online declaration, archiving and consultation of previous tax notices, etc..

Suffice to say that Telepoints is not at risk of being overwhelmed by Monday, July 2, the date of its official opening. "We plan to ramp up the service from 2009", cautiously estimate the site managers.

The end of artistic blur ?

Wouldn’t the real objective of this new "site" be rather to put an end to the joyous artistic-legal vagueness in which the points-based license system currently bathes, and especially the notification which is made to the drivers concerned? This lack of clarity, skillfully pleaded, could in fact give rise in certain cases to the invalidation of a permit cancellation measure … But once registered on the site after registration at the prefecture, it is difficult for a driver to say that he had not been warned of his withdrawal of points !

Yet Maître Michel Benzra, a lawyer specializing in road traffic law interviewed by Site, actually specifies that for the consultation to be opposable to the driver, the identifier given by the prefecture would have to be equivalent to the signature of the person concerned.
