Continuation of the serial: the bill aiming to make compulsory a technical control for motorized two-wheelers, tabled in the Assembly by the UMP deputy Thierry Mariani – "the Mr. DNA file of the government" -, has just been published.

Riddle: what’s the difference "the most important of the last two decades" Between "the automotive world and the motorcycle world"? The number of wheels? The spirit of mutual aid? The sticker? The breath of freedom? Wearing a helmet ?

No, you are not there … Fortunately Thierry Mariani, UMP deputy of Vaucluse at the origin, in particular, of the DNA registration of foreigners, has thought deeply about the question !

Thus, in his bill tabled in the National Assembly on December 5, aimed at " make compulsory a technical control for mopeds, motorcycles and their derivatives"(read), Mr. Mariani clearly provides the answer:"the most important difference of the last two decades between the automotive world and the motorcycle world is as follows", announces the UMP deputy:"for cars, the existence of a mandatory technical inspection, with mandatory repair of safety elements", while "for motorcycles and derivatives, the absence of any mandatory technical control, and therefore no repair of mandatory safety elements".

Bingo !

According to the "Mr. DNA file of foreigners", the extension to motorized two-wheelers of this obligation made to cars – which will benefit from the support of the government during the next Interministerial Road Safety Committee in February (read and our) – finds its justification in the fact that "no accident reduction is possible without vehicles in good condition".

"Legislative provisions (point permits, speed limit, etc.), economic constraints (more expensive fuel, more expensive maintenance, sharply increasing insurance, etc.) and technical developments (ABS braking, tire quality, etc.) applicable to driver and automotive equipment were the same for drivers of two-wheelers, motorcycles and derivatives", notes Mr. Mariani, deploring that we do not note however"no influence on a decrease in bodily injury and fatal accidents for motorcycle drivers as it was for automobile drivers !"

"While all categories of users are affected by the drop in the number of road fatalities, only motorcyclists stay away from the general movement.", regrets the deputy of Vaucluse, affirming that"for ten years, the proportion of motorcyclists dead on the road in the total number of victims has continued to increase".

Let us remind all the same to this eminent specialist that by the admission itself of the General Council of Bridges and Roads – which also militates for the motorcycle technical control, but after having obviously carried out a work worthy of the name and by invoking real arguments – , "the park (motorized two-wheelers, Editor’s note) in circulation has steadily increased over the past ten years, reaching 2.48 million vehicles in 2005, including 1.303 million mopeds and 1.177 million motorcycles".

"Another dramatic finding", the valiant deputy is alarmed:"the risk of being killed in an accident is 19 times higher in a motorcycle than in a passenger car". Incredible! In the event of an impact, a two-wheeled vehicle devoid of any bodywork would therefore expose its user more than a four-wheeled car, equipped with a body and airbags?
